Adds min-spark-1.1 (MinimaLabs/min-spark-1.1), a 5.76M-param release with native effort levels (2/3/4 passes through the shared core).

Scores are best-over-effort (max across effort levels per benchmark, matching the model card):

• ARC-Easy 36.45, ARC-Challenge 23.04 (acc_norm, lm-eval 0.4.12, zero-shot)
• HellaSwag 28.24, PIQA 57.40 (acc_norm)
• ArithMark-3 35.40 (official scorer, max_context=512)

Int Index computed with the board's own formula: 9.44 (#1 sub-10M bracket). Entry inserted next to min-spark (v1); no other changes.
