Which counties are losing jobs? No state workforce agency publishes a county code on its WARN Act notices — every one of 48 agencies writes the layoff site as free text, its own way. This page resolves that text to a 5-digit county FIPS code, the join key for Census, BLS and election data, and rebuilds the result every morning. 91.1% of all notices on file are placed; 96.9% of those that name a place at all.

Why does no other layoff dataset have a county column?

Because no US state workforce agency publishes one. All 48 agencies write the layoff site as free text in their own convention — "Los Angeles County", "Spring, Harris", "Chicago, 560 W. Grand Ave.", "Reynoldsburg/Franklin", "Weehawken" — and a county FIPS code is what you need to put a notice next to Census population, BLS employment, unemployment claims or election results. This page resolves that text against three public-domain Census 2020 reference files (counties, incorporated places and CDPs by county, county subdivisions) and re-runs every morning.

How accurate is it?

91.1% of all notices on file get a FIPS; 96.9% of the notices that name a place at all (3,579 say only Statewide, Remote or nothing, and can never be placed). Every row carries a resolution_method column so you can keep only the methods you trust. A township name that repeats within a state is left unresolved rather than guessed; a city that straddles a county line takes the most-populous county and ships every candidate in county_fips_all.

Why is the per-capita chart limited to counties of 100,000 or more?

Because a single notice in a 1,100-person town would otherwise top the table. The first version of this resolver did exactly that in the other direction: it sent 234 New York notices reading plain "Nassau" to Nassau village (Rensselaer County, population about 1,100) instead of Nassau County, and Rensselaer briefly led the per-capita ranking. It was caught by checking the raw text behind the top outlier, fixed (counties now beat places in every position), and a regression case guards it. Rates for smaller counties are still in the table and in the CSV; they are just not ranked.

Where do the population figures come from?

Census Bureau Population Estimates Program, vintage 2023 county totals, used unmodified. They are a denominator only; we do not publish population data of our own.

How do I download it?

Two CSVs, CC BY 4.0, no login: a one-row-per-county summary and the full notice-level file with county_fips, county_fips_all and resolution_method on every row. They are in the GitHub repository under data/ and on Hugging Face, and the resolver script ships inside the Hugging Face dataset so the method is reproducible from the public files.

Can I cite these numbers?

Yes — credit "WARN Feed" and link this page. This build is dated 2026-09-12. States amend and re-issue notices, so a county's count can move slightly after first publication; cite the build date.
